 This has been signed by Paul Reubens as Pee Wee Herman! 

The signature reads "Hi Wildcard! Pee-Wee Herman" No COA, just a collectible my clients dad had signed at a convention years ago. 

The box has wear and tear all over and on all the edges, see the photos for condition. There are 14 sealed Topps packs inside. The full box had 36 count.
